The project has distributed over 500,000 high quality energy saving lamps to more than 120,000 grid-connected households – replacing inefficient incandescent lamps. This efficiency measure reduces the consumption of electricity that comes from fossil fuelled power plants, thus reducing CO2 emissions. Further, this project also works towards the establishment of a national regulatory framework for promoting good quality energy saving lamps at an affordable price. It is being carried out in cooperation with WWF.

Power production in Madagascar is characterised by a high share of fossil fuelled power plants forcing Madagascar to import oil for more than USD 100 million each year. As a consequence, electricity prices are very high for the Malagasy people. These thermal power plants emit greenhouse gases harmful to the climate.

The project aims at mitigating these effects through the introduction of high quality energy saving lamps and of a regulatory framework supporting efficient lighting technologies.

A majority of households still use inefficient lamps. High quality efficient lamps are either not available or not affordable to most people. If energy saving lamps are available they cost 5-10 times the price of an incandescent light bulb. Carbon revenues from myclimate make it possible to sell the energy saving lamps at a subsidized price. This way, the project enables over 120,000 households in the capital of Madagascar to access high quality energy saving lamps. The use of these lamps will reduce a household’s electricity bill by around 20 per cent and leads to overall energy savings of 22.4 GWh per year. The distribution of the lamps, and the collection of the incandescent lamps, are accompanied by a public awareness campaign. 

Along with these efforts WWF is also working to promote the development of a market for high quality, efficient and affordable lamps. This is done in cooperation with government agencies through the establishment of regulatory frameworks in favor of efficient types and the progressive ban of inefficient light bulbs. These measures fit with the development towards a low carbon society.

The project started in August 2013. The distribution of energy saving lamps was completed in December 2014 and was a great success: More than 518,000 lamps were disseminated to households in Antananarivo. The crediting period started in January 2015. This project is a cooperation between WWF Madagascar, WWF Switzerland and myclimate and is implemented in partnership with the Ministry of Energy of Madagascar, the national energy and water provider (JIRAMA), and the TELMA Foundation.
